DIRECTOR OF THE QUALIFICATIONS AGENCY
Prof. Dr. Časlav B. Mitrović
Prof. Dr. Časlav B. Mitrović was born on September 19, 1958, in Vlasotince. He graduated in 1984 from the University of Belgrade, Faculty of Mechanical Engineering, with a degree in Aerospace Engineering.
He earned his Master of Technical Sciences degree – Aviation profile – in 1991, and defended his doctoral dissertation in 1997 at the Faculty of Mechanical Engineering, University of Belgrade, thereby attaining the academic title of Doctor of Technical Sciences.
He is a Full Professor in the narrower scientific field of Aviation at the Faculty of Mechanical Engineering in Belgrade, Department of Aviation. He served as the Head of the Department of Aviation for two terms, from October 2017 to October 2021. (The Department of Aviation includes two modules – the Aviation Module and the Mechanical Engineering and Information Technologies Module, the latter of which he founded.)
He is dedicated to the continuous improvement of the quality of teaching and scientific work, both at the Department of Aviation and at the Faculty of Mechanical Engineering as a whole. He also served as Head of the Center for Aviation at the Faculty of Mechanical Engineering, University of Belgrade.
As part of his scientific activities, Professor Mitrović is the author of scientific monographs of both national and international significance, editor of a thematic national-level scientific collection, and author of dozens of published scientific papers in leading international and national journals. He is also a regular reviewer for several international journals.
He heads the Laboratory for Aerotechnics – the “Miroslav Nenadović” Wind Tunnel, which houses the largest university wind tunnel in Europe.
He is an expert in experimental aerodynamics, flight mechanics and dynamics, object-oriented paradigms, and the creation, development, and implementation of applied software. He is fluent in English and French.
He has led numerous industry collaboration projects in aviation as well as in environmental protection and ecology. He is the author of many technical and software solutions and patents. He has led and participated in numerous court expert analyses involving aircraft damage and is a collaborator of the world’s largest insurance company, LLOYD. He is also an expert in accident and serious incident investigation at the Accident Investigation Center of the Government of the Republic of Serbia.
As the Director of the Faculty's Alumni Foundation, he provided strong support to graduate engineers in job placement, starting their own businesses, founding small enterprises, and integrating into the professional engineering community.
By Decree of the President of the Republic of Serbia No. KOPR 44 dated February 12, 2021, he was awarded the Gold Medal for Merits for exceptional contributions to the Republic of Serbia and its youth in the field of education and industrial development.
International Cooperation Affairs of the Qualifications Agency
are carried out within the Director's Cabinet and include:
Defining priorities, content, and modalities of the Agency’s international cooperation, as well as monitoring their implementation;
Mapping key partners – international institutions, bodies, and organizations responsible for qualification development, implementation of the National Qualifications Framework (NQF), and alignment of the NQF with the European Qualifications Framework (EQF) in the EU and beyond;
Drafting, harmonizing, and signing cooperation agreements and protocols as fundamental documents that define specific international cooperation activities of the Agency;
Planning, preparation, application, implementation, monitoring, and reporting on the execution of projects funded by EU and other international funds;
Coordination and preparation for Agency representatives’ participation in international conferences and events;
Cooperation with the Ministry for European Integration, the Delegation of the European Union to the Republic of Serbia, relevant national bodies, as well as European institutions and authorities of EU member states in the implementation of development programs and projects financed by EU funds.
